The association's era began in 1963 when Heinz Schirmer received a commission from the city of Osterode to establish an animal welfare association. Dr. Janssen was elected as the first chairman of the Animal Welfare Association for Osterode and the Surrounding Area, Mr. Armbrecht as secretary, and then Ms. Orlowski, who later took over the position of treasurer and held this position for 37 years. Today, the Animal Welfare Association of Osterode and the Surrounding Area is a registered association with its headquarters at An der Leege 25 in Osterode am Harz and currently has around 320 members. Its tasks and goals are the reception, care, and rehoming of stray and surrendered animals. The permanent staff provides a structured daily routine for the pets and ensures feeding, cleaning of kennels, and veterinary care. Dog walking is primarily done by volunteers. The animal welfare workers' duties include conducting rehoming interviews and checking on future accommodations, as well as follow-up checks on rehomed animals. The association is financed through membership fees and donations. It also receives income from events such as the annual summer festival at the animal shelter and similar activities. The association also receives support through sponsorships from local companies.
